The mechanisms and policies aimed at fostering industrial development in Ha Nam

Located at the southern gateway of the capital with outstanding advantages in transportation, infrastructure, and human resources, the leadership of Ha Nam province has issued various mechanisms and policies to promote the development of the industrial sector, gradually aiming to become a center for high-tech industry, commerce, services, tourism, and logistics in the Red River Delta region.

Specifically, on September 15, 2021, the Provincial Party Committee of Ha Nam issued Resolution No. 11NQ/TU to intensify industrial development, focusing on high - tech industry, supporting industry, processing, manufacturing, and the development of modern industrial services from 2021 to 2025, with a vision toward 2030.

The People's Committee of Ha Nam province has also issued plans to implement the resolution and assigned specific tasks to various sectors and localities. The first step involves improving the effectiveness of state management at all levels, promoting administrative procedure reforms, and enhancing the investment and business environment.

Efforts are directed at attracting domestic and foreign investments through collaboration with foreign affairs agencies, international consulting firms, major investors, and multinational corporations. For instance, Ha Nam province has successfully organized investment promotion activities in South Korea, Japan, Taiwan (China), several European countries, etc., helping it consistently maintain a leading position nationwide in attracting foreign direct investment.

Simultaneously, the province is also concentrating on investments to complete a comprehensive, modern, and interconnected system of economic, technical, and social infrastructure. Particularly noteworthy is the development of key transportation systems, such as the project to construct a connecting road from National Highway 1A to the Cau Gie - Ninh Binh expressway; connecting roads between the Hanoi - Hai Phong and Hanoi - Ninh Binh expressways; the investment project for a parallel road to National Highway 2, among others. Efforts are being made to strengthen, improve, and enhance the quality of infrastructure and support services to serve industrial development, including electricity, water supply, wastewater treatment, waste management, logistics, and worker housing in industrial zones and clusters.

In addition, the province is actively promoting the development of industrial zones and high - tech parks in accordance with its direction and planning to maximize the advantages of transportation infrastructure and logistic services suitable for the local context. Specifically, there is a focus on land clearance, urging and expediting the progress of infrastructure investment in industrial zones and clusters, as well as reviewing and proposing adjustments to the planning of industrial zones and clusters within the province.

Furthermore, the province is attracting large corporations to develop tourism and resorts combined with shopping within the region. The goal is to make Ha Nam an attractive destination by combining diverse and harmonious forms of eco-tourism, resorts, entertainment, and shopping. Currently, several major corporations in Vietnam and globally have invested in Ha Nam, including Vingroup, Sun Group, Flamingo Group, Central Retail Group, and others.

Regarding human resources, Ha Nam continues to prioritize the development of its workforce to meet the province's needs in terms of both quantity and quality. The FPT University and Construction University have been established and are now in operation.
