Ninh Binh Solemnly Holds Ceremony Announcing Resolution and Decision on the Merger of Provincial Administrative Units

On the morning of June 30, 2025, at the Ninh Binh Provincial Convention Center, a solemn and historically significant ceremony was held to announce the Resolutions and Decisions from the Central Government and local authorities regarding the restructuring of provincial and communal-level administrative units, as well as the establishment of new Party and government organizations following the official merger.
 
This grand event marked the official consolidation of the three provinces of Ha Nam, Nam Dinh, and Ninh Binh into a newly expanded Ninh Binh Province, ushering in a new era of development for this culturally and historically rich region

Attendance by Central and Local Leaders

The ceremony welcomed many high-ranking leaders from the Central Government, including: Mr. Le Minh Hung – Member of the Politburo, Secretary of the Party Central Committee, Head of the Party Central Committee's Organization Commission, and Head of the Central Working Delegation; Mr. Do Trong Hung – Deputy Head of the Organization Commission; Ms. Lam Thi Phuong Thanh – Deputy Chief of the Standing Office of the Party Central Office; Mr. Nguyen Dinh Khang – President of the Vietnam General Confederation of Labour; Ms. Le Thi Nga – Member of the National Assembly Standing Committee, First Vice Chairwoman of the National Assembly’s Committee for People’s Petitions and Supervision;Alongside leaders of central ministries and departments.

On the local level, the ceremony saw the participation of:
  • Mr. Doan Minh Huan – Member of the Party Central Committee, Secretary of the Ninh Binh Provincial Party Committee;
  • Mr. Truong Quoc Huy – Secretary of the Ha Nam Provincial Party Committee, Chairman of the People’s Committee, and Head of the National Assembly Delegation of Ha Nam;
  • Mr. Dang Khanh Toan – Secretary of the Nam Dinh Provincial Party Committee;
  • Ms. Dinh Thi Lua – Permanent Deputy Secretary of the Ha Nam Provincial Party Committee;
  • Mr. Le Quoc Chinh – Permanent Deputy Secretary and Chairman of the Nam Dinh Provincial People’s Council;
  • Mr. Mai Van Tuat – Permanent Deputy Secretary and Chairman of the Ninh Binh Provincial People’s Council;
  • Mr. Pham Quang Ngoc – Deputy Secretary and Chairman of the Ninh Binh Provincial People’s Committee;
  • Mr. Pham Dinh Nghi – Deputy Secretary and Chairman of the Nam Dinh Provincial People’s Committee.
Also attending were former Party Central Committee members, former provincial leaders, current and former members of provincial People’s Councils and People’s Committees, National Assembly delegates from the three provinces, and 129 newly appointed commune- and ward-level Party Secretaries from across the new Ninh Binh province.

Resolution Announcement and Province-wide Broadcast

At the ceremony, on behalf of the Politburo, Mr. Do Trong Hung officially announced the Central Government’s Resolutions and Decisions on the merger of provincial-level administrative units. Ms. Dinh Thi Lua then announced the Decisions from the three provinces regarding the merger of communes and wards.

The entire event was broadcast live and connected online to 129 local points across the province, allowing public servants, party members, and citizens to witness this historic moment simultaneously.
 
Local broadcast locations also saw the presence of leaders from departments and agencies, members of the Provincial Party Executive Committees, and a large number of public servants and residents—those who will directly engage with and support the new administrative system.

A Historic Event of Pride and Responsibility

The Party Central Committee, National Assembly, Government, and the Central Committee of the Vietnam Fatherland Front sent floral tributes to congratulate the Party, government, and people of the newly unified Ninh Binh, expressing strong support and high expectations for the province’s future under this new administrative model.
 
This event marks a major step forward in the national plan to streamline administrative structures during the 2023–2030 period, aimed at enhancing efficiency, reducing redundancy, and maximizing development resources. The merger of three culturally, historically, geographically, and economically aligned provinces not only expands development space but also facilitates the formation of interconnected industrial, tourism, and infrastructure zones.
The new Ninh Binh, rooted in a proud legacy and fueled by a spirit of innovation, is set to become one of the most dynamic and influential provinces in the Red River Delta—contributing significantly to Vietnam’s sustainable development goals.
